Position Summary:

The Business Manager will play a critical role in procuring and maintaining the Clear Stream 8(a) Business Development Program Certificate through the Small Business Administration, and will create and build client relations while sponsoring interaction to obtain projects.  This position will develop and facilitate the proposal process including budget and pricing development, technical writing and submission.

Job Description:

The Business Manager is responsible for the development and maintenance of the Small Business Administration 8(a) Program. This position is also responsible for performing a full range of contract administration functions for a portfolio of large and medium sized project driven contracts, principally for small disadvantaged business customers and Clear Stream subcontractors. The successful candidate will support new business activities by taking a leadership role in the preparation of responses to solicitations and the coordination of the negotiation and transition of resulting awards to the Clear Stream Operations Team. The Business Manager is also responsible for the administration of ongoing contracts and supporting project managers on any project related contracting issues and subcontracts.

Essential Duties and Responsibilities:

  • Procure, obtain and maintain 8(a) Certification from the SBA.
  • Develop and submit a successful comprehensive business plan setting forth the business targets, objectives and goals, as defined under the SBA’s 8(a) Program.
  • Assist in formulating bid/no-bid criteria, sources sought submissions and local, state, and federal proposals in conjunction with team members and various function groups.
  • Assist in developing project plans, defining roles and responsibilities and scope of work.
  • Draft narrative tying project components together and assist in proposal presentation.
  • Communicate to internal groups the outcome of the negotiations/proposals, conveying expectations set forth for each (i.e., clear details, critical timeframes, and expectations).
  • Collaborate with Executive Management to evaluate project performance and to recommend refinements and improvements of all components of proposals.
  • Notify Executive Management first of any changes that would adversely affect the 8(a) Certification and/or eligibility and then notify the SBA.
  • Track and report on the status of all proposal components and contracts.
  • Establish and maintain on-going client relationships with the various parties to anticipate and resolve potential problems and participate in site visits.
  • Support other team members in the compilation of “out-of-scopes.”
  • Analyze through bid/no-bid criteria matrix, request for proposals to identify risks   associated with regulatory requirements, lump sum bids, legal requirements, deadlines, past performance, bonding and other factors.
  • Obtain federal contract set-asides and sole source awards.
  • Participate in activities needed to support the functions of the position.
  • Identify and develop business opportunities.
  • Monitor contract operational performance in line with contract deliverables, modifications, corporate objectives, and timely invoice submission and payments.
  • Prepare formal teaming arrangements, joint venture agreements, proprietary information agreements and cost and business proposals that comply with SBA 8(a) Program regulations and requirements.
  • Assist project personnel in procurement of materials and services.
  • Effectively interact with internal corporate entities and external customers.
  • Submit all required reports, data and financial information (including, but not limited to, IRS Form 4506), and supporting documentation pertaining to eligibility requirements, as required under the 8(a) Program, to appropriate federal and state agencies on a timely basis.
  • Annually submit to the SBA, updated and modified business plan (as defined under C.F.R. §124.403, 124.509, 124.601-603), and a certification pertaining to the 8(a) certification or eligibility status and any support documentation.
  • Assist with any appellate proceedings pertaining to any denial of admission to the 8(a) Program, including, but not limited to, preparing and drafting responses, gathering supporting documentation, and/or filing any petition(s) with the Small Business Office of Hearings and Appeals.
  • Prepare quarterly reports and recommendations on whether goals and objectives have been met under the 8(a) Program, as defined under C.F.R. §124.302 Early Graduation.
  • Obtain SBA 8(a) assistance for sole source and competitive 8(a) contract support, financial assistance pursuant to C.F.R. §120.375, transfer of technology or surplus property, training to aid in developing business principles and strategies to enhance the Company’s ability to successfully compete.

Minimum Qualifications:

  • Bachelor’s degree in Contracts Administration, Business Administration, Finance, Economics, Law, or related field (or experience equivalent to a degree) and at least five years contract administration experience.
  • At least three years experience in the Small Business Administration 8(a) Program.
  • At least five years experience, preferably ten years experience, in business development, preferably the oil/gas or mining industry, and/or research and development arena. Must have experience supporting the development of at least six proposals to commercial and non-commercial sponsors or an equivalent combination of relevant education and/or experience.
  • Ability to prepare proposals for federal contracts, as such, employment is contingent upon verifying that you are legally entitled to work in the United States (I-9 Employment Eligibility Verification).
  • Must be able to pass a complete background check pursuant to the Small Business Administration’s Office of Inspector General’s Office of Security Operations requirements.

Required Skills:

  • Must be familiar with Federal Acquisition Regulation (FAR) procedures and policies.
  • Must be able to demonstrate technical experience to carry out Clear Stream’s business plan with a substantial likelihood of success to be admitted to the 8(a) Program.

  • In-depth knowledge of pricing methodologies and analysis, invoice preparation and reconciliation of contract financial issues.
  • Must be proficient in common office software applications (Word, Excel, Access and PowerPoint).
  • Ability to develop creative and innovative solutions to business or contractual problems of unusual complexity.
  • Working knowledge of US Federal Government contracting procedures and requirements.
  • Experience in development of business acquisitions.
  • Experience in planning, information sharing and working with management.
  • Understanding of information management systems and experience in integrating financial reporting systems to support business objectives.
  • Ability to identify and resolve problems with sound and accurate judgment.
  • Perform other related duties incidental to the work described herein
